• Actually both. You need the respective e-mark 10gbs cable and the pd3 pps charger, which are the current Samsung cable and charger for Note 10 a d Note 10+

• From what I understand the charging unit. The charging unit controls how much power goes to the phone, but can only send as much as the cable can handle/transfer.
