The device being charged will only pull a max of what it can accept. In the case of the S23 Ultra and its 45W max, even if plugged into the 65W port, it will only pull 45W of power. The short answer is yes, it is safe to charge the S23 Ultra from the 65W port.

When ye plug in a device that draws less wattage the output wattage of the charger will be the input wattage. So yer 45W S23U will only draw 45W when it's in super fast charging and less in the normal charging regime.

Sorry, there was a problem. Please try again later.The ports do not all charge at the same speed, only one of them charges at 65 watts the other ports charge at 25 and 15 watts. While there are at least two ports that would be safe to charge your device with, I would recomend getting a charger with a 45 watt port for your S23 Ultra.
