2DS are supposed to go up to 32GB SDHC but If you format the SD card with a software like "guiformat", you should be able to use it. I have a 512GB in my New 2DS.

You can use an SD adapter and hook it up to your PC to reformat the SD card. This should only be done with cards up to 128GB. The process doesn't require much effort but is better described through YouTube video.

Nintendo 2DS systems are compatible with SD cards up to 2 GB in size, and SDHC cards of 4 GB and larger up to 32 GB in size. All other SD Card types are not considered compatible. miniSD and microSD cards are compatible with the use of an SD card adapter. So I wouldn't use a 64GB card, but a SanDisk 16 or 32GB SDHC should be ok.
