SCUF Pro versus the regular Instinct is the Pro adds Instant Triggers and performance grip. Both the Pro and Elite controllers add paddles. Some models feature improvements to latency for faster response time, but the build quality is questionable for the price. These controllers typically are impacted by stick drift, as they don't use the superior hall effect / magnetic joysticks.

Paddles are slightly different and much more responsive in my personal opinion. Scuff gives you the ability to map without going to any settings menu. Both give you three profiles to map buttons in any way you wish to fit different game types.
