This comes with both a USB cable to connect to your computer, as well as an adapter to plug it into your wall. So you can use it w/o the adapter, as long as you have it plugged into/installed on your computer.

All desktop models I've ever dealt with have an external power supply that is does need. Only the "portable" drives get power over USB and do not need ext power. (That's why they are flaky at times.)
