This is normal to any type of machine. Inclination requires torque and Segway scooters have their own maximum torque they can produce. Even though a scooter has 18 MPH maximum top speed. It does not need or require the maximum torque to maintain this speed, on the other hand, Payload and rider weight, inclination acceleration, these requires torque. For your case, the G30LP has a maximum torque of 700 W (0.7 kW)

It feels very zippy up some pretty significant inclines that I ride over every day while commuting; the kind of inclines that slow bikers to a crawl. I'm not sure what that other person is talking about with needing to kick uphill. That never happens. I see plenty of other people also riding this model or the older one and no one kicks uphill. You should probably get your scooter looked at to see if it needs service. I routinely hit 16-17mph going up 15 - 20 degrees inclines.
