• I bought my phone in July and it was the second generation Moto E. You can start using the phone before activating it for apps. Of course to get calls and text messages you need to activate the phone.

• Yes, it is 2nd generation. No, you do not have to activate it, it can be used over WiFi and/or as an Emergency 911 device.

• It is the second generation. If all you want to do is to use as a WIFI device (you won't regret as it got a beautiful screen and fast enough performance for everyday tasks), you don't have to activated it.
