• you probably could on starlink's website. It may be cheaper in another country too.

• I ordered this in the states with intention of using it in Mexico. I had the ROAM service plan and can confirmed it worked without any issues. If your looking to use it outside your continent, you’ll most likely require to subscribe to the GLOBAL service plan. I would reach out to starlink support to confirm.

• You can in Ukraine for sure. Starlink is providing good service there, at least during current Russia-Ukraine situation.
