• No they will put a hold on your card to make sure you have sufficient funds but your card will not be charged until it ships

• Whenever I use my VISA debit card to pre-order, I always get charged immediately. Not a hold. Immediate charge, final. Maybe it's different for a credit card.

• Yes you will get charged as soon as you preorder but they give the money back to you in 3-4 days depending on your bank.
