“Is 16 inches a diagonal or horizontal measurement? This says 16 inch display. Does that mean measured diagonally it must be 16 inches, or is that horizontally left to right it must be 16 inches. My Laptop is 17.3 inches diagonally and a slight bit over 16 inches horizontally...”

I have a 17.3 inch laptop and it fits snugly in the 2nd (but not main) storing compartment. I have a 15.6" laptop that nicely fits in the main "shock absorbing" laptop compartment.

I don't think this will fit your 17.3" laptop. This fits my 15.6" ASUS almost perfectly.

Laptop screens are always measured diagonally, top left to bottom right and ONLY the lcd screen itself, not the plastic area surrounding the screen.

It's diagonal from corner to corner. And it might not be exact, but it's close enough.
