Yes it can, providing your computer has an HDMI video slot. That is what I am using it for myself. It plugs right in and is ready to go in seconds.

If your computer has an HDMI output, yes. I use mine in this way. I just switch back to the home screen for my streaming services. BTW, I love this size monitor, if you use a 22 or 24 right now, you are going to be blown away at the difference in a 32.
