“If I pre-order Echoes of Wisdom now (August 2024) and a pre-order bonus is announced in a month, or whatever, will I receive it? Or am I better off waiting until closer to release date and see what they have?”

• I pre ordered the game awhile ago and just got a notification that "they noticed my order was missing the pre order bonus and they have added it to my order free of charge". So I don't think you have to worry about missing out on the pre order bonus. Seems like they'll take care of you.
