Yes it will, but the programs you transfer will not work. They need to be installed on your new machine. Your files will be fine and work.

You can copy all your favorites, program data, photos, etc. but any programs would need to be reinstalled if you just copy them onto the new drive. If you don't copy the system files from Windows 7 Windows 10 shouldn't have any problem with anything else.
