I also had this problem until I installed Chromecast. When I did this (easy to do), the TV now turns on to the input source that was on when I turned it off.
Sorry, there was a problem. Please try again later. For Toshiba – Fire TV Edition TVs, if you want to remain on the last input used when you turn on the TV, select Settings > Display & Sounds > Power On > Last Input. To always show the Fire TV screen when the TV turns on, choose Home

Sorry, there was a problem. Please try again later.Leaving the TV on all the time would be wasteful of energy and may result in more wear and tear on your TV. To perhaps remedy your situation maybe the following will help. As some people suggested in previous reviews, without the chromecast setup, when you power off the TV, it won't remember what source it was last on so it defaults to the chromecast setup screen which sounds like your issue. That can be a little annoying, but you can select the source with just a few button clicks (just press the "input" button until you get to the source you want and it will then switch to it). If this really bothers you, I found that you can remedy this by going into the menu -> options -> power management -> active standby mode and setting that to on. In the standby state, the TV will not default to the chromecast setup screen when powering on. Also worth noting for those that don't use smart phones or tablets is that you can also setup chromecast with a laptop computer with WiFi access.
