Yes a neutral wire is required. If you have a older home better check first. Most newer homes have neutral wire following the circuit to switch.

The only switch I could find that didn't need a neutral was the Lutron Caseta dimmer. The switch costs twice as much as the TP-Link and you have to buy the hub. That one switch was going to cost me $100! I ended up buying a pack of the Hue white bulbs for $50, bypassed the switch, and put a blank over it.
