It's difficult to understand what you're asking. Tracfone isn't going to award you unlimited minutes for nothing. But maybe the government agency you're referring to will allow you to activate that phone umder their plan. Ask them if you can bring your own phone. It may be that Tracfone is being sponsored bt acp or whatever. You need to call someone and find out.
