• Yes it can, but you will need to have an optical out port on your pc to really benefit from their full potential

• It sure can! You can also pair it to most Bluetooth devices like a phone or tablet.

• Well, yes and no. Yes you can connect them to your PC. However you can't use the mic function, but they do transmit audio. These were pretty much only designed for the Xbox one.
