Might just be the Microphone-Monitoring feature that plays your voice back to you; so you avoid shouting, it should be adjustable.

Please try again later.This was happening to me at first, if you have a wired controller, I unplugged the controller and plugged it back in making sure I pushed until it couldn't anymore, and the problem seemed to be the controller connection to the Xbox and not the headset.
