Yes, GMRS requires an "individual license" for at least one member of a family using GMRS radios. However, the rules changed in 2017 to define handheld FRS/GMRS radios as limited to 2 watts or less, using the FRS/GMRS frequencies, as an "FRS radio", thus not requiring an individual license (in the USA). Any radio capable of transmitting at more than 2 watts on any of those frequencies is automatically a "GMRS radio" and would require a license to operate (transmit) legally in the USA. These appear to be "license-free".
