I have T480s with touch screen and bought Bamboo Ink Plus. It is registered on Bluetooth, one and two clicks and hold work (open whiteboard, snip&sketch and sticky notes) but drawing does not work. In windows settings there is no Pen settings only handwriting.

Hello and thank for the question about the Bamboo Ink Plus being supported by the Lenovo Thinkpad T480. While the Bamboo Ink Stylus is supported on other Lenovo Think units, this should be supported as the OS supports the Microsoft Pen Protocol.
