You can, but don't expect it to be quick. A few things would be slow; loading up the game, loading individual worlds, and loading chunks. I don't think it's a difference to fuss over, as a lot of laptops use slow hard drives, and current gen (as of September 2020) consoles are equipped from the factory with similarly slow hard drives. I have both Minecraft Windows 10 Edition and Java Edition installed on an internal solid state drive, and things load a little quicker than my old 7200rpm hard drive, especially data intense chunks in Java Edition that would previously freeze the game for a moment on the hard drive.
