Yes you can. I bought the physical copy of the game and have played it without owning XBC2.

If you own Xenoblade Chronicles 2 and bought the expansion pass, you would have received this game as DLC. However, Nintendo decided to release the standalone version for people who did not buy Xenoblade Chronicles 2 for the purpose of those who just wanted to play the expansion.

This story is a prequel to the original Xenoblade Chronicles 2 titles that released in December of last year. There have been refined elements over the original release as well. I hope this helps.
