I just tested it with my Windows desktop PC, which happens to have a touch-screen monitor. The rubber tipped works just fine for making selections and scrolling. I don't have any writing or drawing application on my PC, so I can't test the drawing end of the stylus. The fact that it works suggests to me that it will work with other touch-sensitive screens like 2-in-1 laptop. Hope that helps.
