Absolutely, the gas will work regardless of whether you have power. But use a Bic lighter like you would use to light a charcoal grill, so that your hand is far enough away from the burner when it lights. And don't turn on the gas until you have the lighter in your other hand ready to go - you don't want a ton of gas already around your stove when you go to light the burner!

To light a surface burner, hold a lit match to the burner head, then slowly turn the surface control knob to “lite”. After burner lights turn the knob to desired setting.
