Sounds like either the device is not set to a low enough level, the humidity in the room is already very low or the room is too big for the device to handle. Just guessing here. If none of these apply I would contact GE to troubleshoot.

The unit not collecting water should not be considered normal, and we recommend resetting the dehumidifier by disconnecting power to the unit for 30 seconds and re-connecting the power. Then, set the control settings and see if the unit operates properly.
