You need to buy the Sim card at best buy. Google fi gives you a $10 credit on your first bill. If you buy your phone from Google fi everything is ready to go. Unrelated to your question but absolutely worth mentioning... Make sure to keep an eye out for unusual data usage. This is problematic and can be costly if you are using this plan because you use very little data like me. According to Google fi I've used more data in 19 days than I've used in the past 6 months with T-Mobile... They aren't quick to help me figure out how or why this is happening...

It is a free download at activation time. Actually, the hard SIM card is free too. Even if you buy it at a store like Best Buy, Google Fi will credit your account when you activate.
