Will this work with XPS 13 9360? null

It should work fine. It's a generic mini display adapter not geared toward Apple or anything. Just plug and play.

As far as I know this was a Mac product.

I don’t think that model has a mini display port. If it does then yes. If not consider a DisplayPort to vga adapter
