Yes this is the 2017 model. All LG oleds have 7 in the model number for the 2017 models, and 6 for the 2016 models. I believe it uses HDR10, Dolby Vision, and HybridLogGamma, but no Technicolor HDR as far as we know, yet. Don't let that influence you though, technicolor HDR probably won't be used by many production companies as far as content goes. HDR10 is going to be much more prevalent. B model should be out shortly. Hopefully.

This TV will support HDR-10, Dolby Vision, Hybrid-Log Gamma, and Advanced HDR by Technicolor. 3. The LG OLED65B7P will not be sold by Best Buy. The OLED65B7P will be an exclusive model for warehouse retailers such as Sam’s Club and BJ’S. The 2017 OLED65C7P will replace the 2016 OLED65B6P as the entirely level 65 inch LG OLED TV for non-warehouse retailers. There is only cosmetic differences between the OLED65B7P and OLED65C7P resulting in no difference in picture quality between the two models.
