“Can I use the extender to connect to my Gopro 4 which has WIFI and is outside the house? I can connect my phone to the Gopro now while I'm in my house but loose the signal when I move around in the house. My Gopro WIFI is password protected”

I guess you could set up the extender inside your house and place it where the signal can propagate outside where you want it. Download the free phone app "Wireless Analyzer" to see how strong your signal is and how far it will go.

I would recommend placing the extender in an electrical outlet nearest the point where you have the Gopro outside. It should help but you still need to be within range of the extender.
