A Hotspot is a cellular connection. It is the ISP, Modem, and router all in one. You would need an Internet Service Provider, and they might require a modem or they might use an ONT, that you can pair this router with. If a Company is offering Fiber Optic Service then they give you an ONT and likely a router… That router is interchangeable with this device. If the company offering Cable where the upload and download speed are dramatically different from each other, then yes you would likely have a Cable modem / router combo they provide to you. Ideally Fiber is the best solution available right now.

Right now, service is provided through your agreement with AT&T, the hotspot provider, via cell service - data only, internal to the hotspot. You will need to have Internet provided to you somehow. If you want to improve WiFi performance over the hotspot, you will need to establish internet service at the location (via a modem) and then a means to distribute the Internet (via a WiFi router). Usually this happens through your cable provider - FiOS, Comcast, Cox, these are a few of the larger ISP's or internet service providers.
