The Nikon D3500 DSLR camera will be able to use your Nikon D60 camera lenses fully as long as they're AF-S type lenses. The D3500 camera is fully compatible and will have full functionality with AF-S type lenses and the AF-P type lenses that are offered with this kit. AI and AF-type lenses will be able to be used, but will have some limitation when using them with the Nikon D3500; metering is unable to be used with AI-type lenses and will require a metering light. Also, any AF lenses you may have used with your D60 camera will need to be manually focused as the D3500 does not have a built-in focus motor. Additionally, the AF-P lenses offered in this D3500 kit are not compatible with the Nikon D60 DSLR camera and will not be able to be used with that model.
