JJK The treadmill itself would fit fine in a basement with this ceiling height, as it stands just over six feet high when folded up. For use, the user height would be limited at that ceiling height. Step-up height on this machine is about 10.8 inches. With a ceiling height of 7 ft 3 in, this would give you 6 ft 4 inches from the treadmill belt to the ceiling. As long as the user is shorter than that, you should be fine. However, I would also consider if there are any tight spaces to get the equipment pieces through in order to place it in the basement. This heavy duty equipment can be difficult to move once assembled, and would probably require partial disassembly in order to remove it from a basement.
