I just did this. I had AT&T fiber and AT&T VOIP. I cancelled AT&T VOIP, plugged my OOMA into the fiber router, pulled the phone connector from the fiber router and plugged it into the OOMA. Once registered, the phones worked in all the rooms. I ported my old phone number from AT&T to OOMA and everything works great.

The better (only?) way is to buy an Ooma Linx (~$30 on your "My Ooma" webpage) which allows you to wirelessly connect a remote phone to your Ooma. If you're keeping your AT&T service and activating Ooma, you're wasting your money. Ooma is meant to replace your current service, not work alongside it. Answer to your 2nd question: Absolutely! As just stated, Ooma is meant to replace your current service It is completely different, and in no way dependent, on your current ATT&T service. You should absolutely discontinue AT&T. BUT! (very important!) DO NOT DISCONTINUE YOUR CURRENT SERVICE UNTIL YOUR NUMBER IS PORTED AND THE TRANSITION IS COMPLETED. AT&T will actually discontinue its service for you as part of the porting process.

And if you don't have internet service, whether from AT&T or some other ISP, you won't have Voice Over Internet Protocol phone service.
