Yes they can but i don't know if they will do it for you. You can ask. I did it myself. I simply transfer my sim card to the new phone and let the cell update. I had no problems and i didn't notify tmobile.

I could have set an appointment with Best Buy to have it set up but the closest store to my house didn't offer the service. I was able to swap the small SIM card from my previous phone to activate 1 of the pair. The second phone had the older larger style SIM card and I went direct to ATT. T mobile is not listed as an option for purchase and activate today under the phone listing but I would call Best Buy to see if they have access to T mobile accounts. I think T mobile is part of Sprint.
