A:Answer 1. It is NOT water PROOF, but it is water resistant. If you go on the Segway website it says it is rated IPX5 Water-Resistant. That means splashes shouldn't be able to get inside. It would be fine in rain or snow, but like many other owners have said on countless forums, just treat it like it has electronics inside. I even plan to dodge puddles as much as possible with mine even though I can tell it would be fine as long as it's not actually submerged for any considerable amount of time.
2. I push mine down the halls and stuff pretty easily, but haven't had to ride it without juice at all, but according to a reviewer on Amazon:
"Ya it doesn't lock up the hub or anything it is just heavy... Relatively..."
It's 42lbs, if that helps give you any idea. There is one thing I think might help if the battery does get low, it has regenerative braking. So, if you ride it down a steep hill, it should convert 60-70 percent of that excess energy into battery charge. I have not a clue how much far that would get you though, there are too many variables like the size and incline of the hill, how much you ride the brakes on the way down, etc..
