Can I ride this in the rain null

I rode it in the rain many times. Be very aware of the type of surface you are riding on. Sealed asphalt is dangerous on this scooter and turning on it at top speed will cause the scooter to slip out from under you.

Says water resistant by I would not ride in the rain

The unit is rated IPX5 - water resistant. That means do NOT ride through puddles or in pouring rain, nor leave the kickscooter outside in the rain.
