Yes, but the options are very limited to just the preset, just press the button on the light string to change the preset, i think they have like 10 or so preset settings

But to get full access to all the features your eventually going to need to connect to the internet. You can DL the Twinkly app and try it without owning the lights. My comments may make more sense if you do.

Please try again later.Connecting Twinkly to a local Wi-fi network is essential to get the best out of your Twinkly, but it's not strictly necessary, for example, you can connect it using Twinkly direct Wi-Fi. Twinkly will work as a stand-alone product or, in direct communication with your smartphone. Also, it will work on routers that have not internet access and it could be an option if you want to use your devices in places without a wi-fi connection.
