I can't speak to the question of hearing aids, but there are ways to augment your TV's sound. The best way would be to get a receiver with separate speakers so that you can raise the center channel or speaker which handles all the dialogue. It may not be the least expensive way, but it is the best way to go about it. Monaural speakers tends to "anchor" the sound, creating clear, robust audio that is easy to hear and are particularly effective in reproducing human voices like announcers, actors, and interview subjects.
